OMR’s work for Lowell Public Schools involved a large-scale, system-wide facilities assessment of the existing 29 public school buildings which included all elementary, middle and K-8 buildings in Lowell as well as the Lowell High School, several alternative education schools and the Green Adult Education facility. In addition, Master Plan options were developed for the Lowell High School and for the district as a whole to consider grade reconfigurations, consolidations, additions, renovations and new construction in order to address the programmatic and physical plant requirements of the City of Lowell.  

The 10-year capital plan resulting from the existing conditions assessment and the Master Plan options provides the City of Lowell with a prioritized and comprehensive summary of project scopes of work, allowing these to be budgeted and scheduled. The scope of services included assisting the City with identifying multiple projects to submit to the MSBA through the Statement of Interest process.
